The answer should be 'C' considering in a traditional project any change in a original plan must go through a change management process...Looking at the question it looks like it is referring to a traditional project.

never mind....figured out. adding more resources will change cost baseline. PM not allowed to do that without Chg control. C is the right choice. thanks
