you are mixing up SPRINT DEMO (Iteration review) with Sprint Retrospective.
SPRINT RETRO is when people talk about lessons learnt and how they will improve in future. Team identified why there velocity went down by 40% and what was the cause. This was a lesson learnt hence discussed in RETRO.
No. new requirements would come in any time. iteration planning is when the team choose to pick up what to work on this iteration. doesn't make sense that the team decides to give 10% during the review, but it make sense when the stakeholder sees the review and requested to add more features
