After that it can be discovered if it was an oversight, lack of comms or something else. Imagine yourself sitting in CCB meeting and telling people i didnot consult with SMEs before hand....how would they make a PM look like (unprepared and not pro-active)

I don't think C is the correct answer. Why would you go straight to a SME without checking the SOW if there's an issue with the information source? I would choose D, "Review".
Because SOW does not go into low level nuts and bolts details. SMEs would know it.
