It assumes that the stakeholders didn't clearly understand not provide feedback: the feedback was that they were concerned that the report shows the product in the market, which they clearly understand to be the case. Answer A avoids the notion that the manager's report is inferior or doesn't align with the communications plan requirements. Answer B allows for the notion that the manager's report itself is inferior (or that the communications plan is inferior).
