Selected Answer: D
Why the other options are less effective: A. Formally petition and demand an explanation ✘ Too confrontational. This could damage relationships and escalate the situation unnecessarily. B. Request an alternative authority ✘ Not usually viable in public-sector construction projects where approving agencies are fixed by law or regulation. It could also create more delays or legal complications. C. Report to stakeholders and seek legal help ✘ A valid escalation path if diplomatic engagement fails, but not the first step. Legal action can be slow, expensive, and may stall the project further.

Selected Answer: C
C. Report the issue to major stakeholders and explore possible corrective actions along with legal assistance. Reporting the issue to major stakeholders ensures that all key parties are aware of the delay and can provide input on potential solutions. Exploring corrective actions and seeking legal assistance can help navigate the bureaucratic process and find ways to expedite the approval.

Escalation to stakeholders is not going to fix delay issue. Even with legal assistance it will take months....may be years if you are in Western Countries. Amicable approach will to use conflict management skill to come to an agreement with party.
