In Agile projects, story prioritization is an ongoing activity. It happens throughout the project, not just at the beginning or during a specific phase. The Product Owner is responsible for maintaining and prioritizing the product backlog. Backlog refinement (also called grooming) happens continuously, and prioritization can occur before each sprint or anytime new information arises. Agile encourages responding to change, so prioritization is flexible and revisited often based on stakeholder feedback, changing needs, or new risks/opportunities.
