Why the other options are less appropriate initially: A. Submit a change request for additional budget ✘ May be necessary later if a new resource requires more funding, but not the immediate first step. You first determine if a replacement is available within existing allocations. B. Distribute work to other team members ✘ Could help in the short term, but doesn’t resolve the issue of a missing key skill/resource. This might lead to overload or delays if not properly addressed. D. Consult the risk register ✘ If resource loss was anticipated as a risk, the register might have a response plan. However, even in that case, the functional manager would still be involved in enacting that plan. So this is a good secondary action, not the first.
