D- per pmbok 6th, 10.1.2.4 ( communication models) page 373. Cross cultural communication ( a tool/technique of Plan Communication Management) incorporates the idea that the message itself and how it is transmitted are influenced by the senders current emotional state, knowledge, background, personality, culture and biases. Similarly the receivers emotional state ,knowledge, background, personality, culture and biases will influence how the messages is is received and interpreted.
