correct answer is C. Identification of stakeholder is a continuous process throughout the project life cycle however project team is responsible to identify all possible key stakeholders at early stage of project and involve them in project planning phase, project may encounter a big failure if project team will not buy-in key stakeholders at early stages.
The C answer says while charter is BEING developed, so the charter is still not done. When developing charter you only need to identify key stakeholders and Engagement is not done only during requirements but the whole project. So I would go to A as correct
