I think A should be the answer - key word being "evaluate" since it's about monitoring. A is broad enough to include the management processes of B & C. Chat GPT also says A.

You can created collect, and distribute in a timely and appropriate manner that does not mean you are complying with the Communication Plan, just that the communications sent are correct.
