I will go with D. The problem is with the new team member, he needs to learn and understand the way this team works.

yes, the new member only though scrum practise is the best and would like to push it to the team.. However, there is no the best, whether it should use agile or predictive is organisation to organisation and project to project. It is PM's responsibility to make the new member to understand the team normal and practise before putting any personal idea to the team. It is a team conflict in this case

I go with A. Mentoring the new team member is valid. But reviewing communication management plan with entire team is the permanent solution and also ensures the same is not repeated by any other team member in future.
