A business case does not show the motivations of the stakeholders. it may show some of their needs, but not their specific motivations. The question also says the PM is having issues with SOME not all so the PM does not have to meet all, just SOME. I'll choose one-on-one with those SOME

A business case shows the financial benefit of the project. Face to face conversations is not possible if the stakeholders are so many especially when stakeholders are like 500. I choose B.

I chosed option D but, based on PMBOK 6th edition, there is no ONE-TO-ONE conversation for meeting. It is stated as FACE-TO-FACE. Therefore, I believe option A is closer
