Selected Answer: B
This question is the trickiest of the tricky. I've been staring at if for 15 minutes trying to determine how they arrived at B and not D. The question states that the deliverables must change to align with the new standards which means that the project will be impacted and the impact must be evaluated so one would think that D would be the sensible answer. However, the new standards don't necessarily apply to just the deliverables. It may apply to the activities. For example, a new standard procedure is developed for monitoring groundwater. Option B talks about determining if project activities followed the standards. If the team didn't follow the new standard procedure for monitoring groundwater, then the activities need to be completed again following the new procedure. This is part of evaluating the impact to the project and thus would come first and be input into Option D. As a result, Option B is the correct answer.

Dis best in my opinion, when a new change is requested last minute a change request is submitted to evaluate whether the change is neccerary and how it affects the overall project deliverable.

I have no reason to reject D. B should focus on deliverables but not on activities.

First, you should decide whether to follow the new standard or not. And then evaluate the consequences and submit a change order if necessary.

After careful study and reading multiple articles of "Change management" and "Risk management" option D is right. Here are my views This question has three statements i. The "deliverable quality standards" first first approved and it was on half way through the execution phase, which means its not yet completed. ii. The govt agency put on new regulations which "MAY" impact the project. Please note that it is an identified risk but has not occurred yet. iii. The deliverable "must be changed" to align with the new quality standards. so it means the "CHANGE" has to be happened. As a project manager, when you know that the new risk( not happened yet) could impact and at the same time needs the deliverable to be "changed" so what you gonna do?

Option B suggests setting up structured, independent processes to determine if project activities followed the standards. While it is important to ensure compliance with the new standards, setting up independent processes may not be the most efficient approach. Instead, aligning the deliverables with the new quality standards through a change request is a more appropriate action.

Even if I see this in my exam, I will still choose D because I can't make any sense out of B, and the fact that PMI said it is correct doesn't make it RIGHT. Everything is all about perspective!

According to PMBOK 6th edition, pg 117, item 4.1.6.5, 2nd item of EEF, Government standards or industry standards may influence Change Requests. Item 4.1.6.4 Change Requests Also mentions "deliverables to reflect modified.."
