I think C is correct because its not really a communication problem amongst the stakeholders, its a problem with their views. Therefore the project needs some guidelines on how to govern it, otherwise they'd just argue about everything. This is why usually you see things like boards, steering committees, etc. incorporated in governance procedures, because its rare that everyone views the project in the same way.
