D makes the most sense to me. It's safe to assume Holidays (that impact team members) should have been accounted for, and added into the RMP at the start of the project. Now we can review the RMP to determine next steps.

I will stay with C. D does not help with the situation. It just analyzes the impact, but does not really resolve the issue at hand. If the question was that what would manager do FIRST, then D would have been the best answer. Here, it is about how you would handle the situation so the impact can be reduced.
