C makes more sense than D. You're likely to offend someone if you start telling them what their responsibilities are, even unintentionally.

I think D is the correct answer. The reason is that the project is being kicked off, which means the project management plan has been documented and approved. You cannot discuss about an acceptable amount of time for document approval after the project management plan has been approved, these discussions happen before the kickoff and not during the kickoff, and is already documented in the project management plan. At this point of time, the best course of action is to remind the client of their responsibility to the already agreed upon document approval time (which we obviously agreed upon during the creation of the project management plan).

What's the point in answer D if C is available? If there is the possibility of reaching an agreement with the customer on the approval time, why be harsh with him by reminding him that he must respect the official timing? In answer C the key is the word "acceptable" which makes answer D useless

To me A make more sense. It cannot be C as the question itself states the client failed to meet agreed upon timeline and there is no point to discuss the same and again agree on the timeline. But as a PM we should first update this risk in risk register and plan a response.
