If you choose A, then option B is also the correct answer. Option B will guide you on how to send the questionnaires to the users (through email, embedding them in some websites, over phone etc) which will be guided by the communication plan.

This is a lessons learned question. The person who will be facilitating the lessons learned session should prepare in advance. The focus of the situation presented is to gather users’ feedback. You can only know which lessons you learned regarding the users after you have communicated with them, by looking at how that interaction was planned in the communications plan.

The communications management plan will likely have guidelines on how to communicate with your stakeholders, which in this case, is the end user they want feedback from. I'll give you an example, I see people use sites that allow for surveys, however in some countries, those same sites may be blocked, or you'll have users who don't know the policy and create one using a "free" account that has ads, etc. that may interfere with collecting feedback. The data and feedback might be sensitive information that shouldn't be posted with a publicly accessible link, there's plenty of reasons you want to refer to the guideline on how to communicate, which is why B is correct.

Communication management plan tell how to communication such as method (by email, phone etc) what information can be communicated and to who. The question is asking about satisfaction so it is 'evaluation'. I think lesson learned is telling what went well and what not well well. I select D
