Am I allowed to simply switch resources between projects (just because I'm the PM of 2 projects in parallel)?

With resources they have in common, which is what I think they mean by "common resources" in the answer, then yes. This could also open up new means of fast tracking, depending on the resource, which could be anything from tools you could use (i.e. both projects need a jackhammer, but one project doesn't get it until later, however if they got it at an ealier time it would allow them to begin quicker) I think thats what they're going for here.
