Unforeseen circumstances are not part of the risk register, otherwise they would not be called UNforeseen circumstances. As a response to the unforeseen circumstance, which is an issue and not a theoretical risk anymore, an approriate response is virtual meetings

I go with C. It says the "circumstances" are unforeseen, it does not say "not be able to do face-to-face meetings" is unforeseen. Many circumstances could cause the cancellation of face-to-face meetings, some are identified early, some are later. The question should be what the PM should do if face-to-face meeting is not an option anymore. The PM should review the risk register and see what the risk response is.

C - rational "the circumstances were unforeseen, it didn't say that no face to face meetings was unforeseen as a risk.

KEY SENTENCE "project is in the start-up phase of the project life cycle" Project Manager detect a RISK or a PROBLEM at the innitiating phase of the project where the risk register must be performed and where the Risk Response Plan must be defined. According to above, the common sense should be review the risk register to check if it´s registered and if not update it and set up the mitigation plan that can be A or A plus another actions.

A is absolutely wrong. How can you confirm that virtual team works? Not every single project can work remotely. The best way is checking the risk register and acting based on existing risk response plan. So C is best fit.

The first step is to review the risk register since this was an unforeseen risk. "A" is the solution that will come as a risk response plan. Hence "C" is the best fit.
