I choose A because D makes no sense. "...encourage them to put their differences aside" is useless because you have already waited for them to put differences asides. Thay had enough time to do it and they failed. Now it's time for something else...

A is more accurate with specific action plan. put difference aside is hard to do without any specific action plan like social activities.
