A is correct in my opinion because estimating the cost at work package level offers a bottom up estimate and a clear visibility of all the resources used.

Once the budget has been calculated at the work package level, this information can now be compared with the inital given budget. Option D is wrong because it focuses on prioritization and this does not help you help you calculate the total project budget.
