My answer is B - the question here is all about seeking confirmation when sending important communication to the team. the Project Management Plan include all of these information that the two resources asked for. if the confirmation was requested then the confusion will be eliminated. also remember only 2 resources had this issue and noone else.

A isn't correct for another reason as well - the team isn't clear on 2 things: R&R and Project Schedule; whereas the answer only suggests the PM should've sent the responsibility matrix.

How do you know in the first place that the team will ask for R&R and Project Schedule? They may ask for something else which the PM cannot foresee. Therefore B should be the correct answer, ensure feedbacks from the team are well answered.

If it did not contain them then the documentation (A) must be sent and it is useless to ask for confirmation if they understood the communication if it did not contain the requested information (B).
