Here real impediment is tracking the reports from various locations. Training is required if team members not understand or having issues to follow the existing communication. But its not reflected in asked question. So, Maintain a central repository of artifacts with a version control system is good option to collect reports, tracking changes and progress can made.

I think A. The question does not mention that the artifacts are not in a center repository. The problem is that member does not know how to using the version control so training is necessary.

I think C is the answer, I believe they need a central repository system like SharePoint with version control enabled where each team member can share and access project documentation to effectively track the status of the project
