A makes better answer choice based on the type of meeting that is being held. A daily stand-up meeting that lasts for 15 minutes cannot make room for round robin-check-in as the PM will have to go round asking each one to have a say. this will not be efficient on the part of the PM when there is not enough time to do so. However, reflecting on the ground rule for meetings gives everyone a reminder of team's agreement as to what they have committed to do during meetings which gives everyone an opportunity to speak and share thoughts. A is the best answer.

They actually join the meeting, they just not participating actively. So exactly because of that the answer is B and not A. Yes, if members wouldn't join, then the answer would be A, but it;s not the case here.

This is a question about low engagement of team members in a team meeting/virtual meeting. Has nothing to do with low attendance. So answer A does not apply. This is about increasing the teams engagement and the best way is to empower all of them to participate. So the answer is B. A round robin check ins enables all members to participate and engage.
