I know it is C because nothing else makes sense… but the English in C, is so tough to understand…

Think about an Enterprise agreement between a large firm and union. An agreement that is governed by national work standards of a country. Then think about agreement that PM made with team and how it is encroaching on 9 AM start time. then this answer C will make sense.

Organization may have core working hours as a policy for their employees. Everyone needs to be available for working in the core hour duration. Any exception is needed, that needs to be discussed/negotiated with concerned department or function.
