"the local community protested and CLOSED ACCESS to the plant" If the project manager has done his job well, he should have understood long ago that this was a RISK and entered it in the risk register, defining the countermeasures to be adopted. So the D is better (even if the risk register should be consulted more than the RMP). The stakeholder engagement plan is useful to AVOID the stakeholder from causing problems...but by now it has happened and the risk has become an issue

I feel it is D also. Stakeholder should have bene engaged before. This is already a risk and has to be addressed by the risk mang plan.

I think because the question ask what to 'verify'. Local community is one of the stakeholders too, so check the stakeholders engagement plan to manage them properly and check how they have been engaged. So, ans is A.
