It is not the responsibility of the project manager to form a steering committee. In terms of hierarchy, he is only responsible for the team and answerable to the steercom

first i think about D , but then i realized that you cant stand above the organization so i chose A

A makes sense here since the steering committee can aligned certain things within an existing project

Is a steering committee created every time a project is assigned to a PM? It is done in exceptional cases, I suppose. And this doesn't look like one of them to me
