Because we do not know the anticipated date the center would be available, I do not think B is correct, additionally, the center not being available would have been identified as a risk in the project and a response would be assigned to it with the responsible person. Therefore the most correct answer would be C.

Many doubts between B and C For mine the most sense is C due to limit on the start date but there are big problems to can do it like time constraint and high cost to get another center for the training. By other side Project Manager is in charge of training program and not in managing the adecuation or resorces like provide the center. Considering above I will go with B
