you need action. this is a passive repsonse. reviewing a document is find but that does not will the manager to do anything. And not to mention. B. is the worst answer of them all.

This s a problem of engagement: this stakeholder is not enough engaged ...and communications are useless: if this guy is not involved in the project he will not listen to anything. The point is "how to engage this stakeholder?"

I am convinced that this needs to be highlighted to my sponsor to find a solution. Reviseing the communication plan can be the first step...

one counter argument is... you don't need to add/include every "Heads of XXX" to steering committee term of reference. quite a tricky qns.
