Key word to pay attention to is "HARD TIMELINE" They know that dont have skill right from first iteration. if timeline was not hard they could have sent developers on training and built skill gradually but they dont have time so best course of action is A.

Just had a discussion about familiar situation with a project member. Team member indicates that SME is needed but Project ignores. and the answer C would lead to a work that has to be redone several times in this case, increased risks of future issues. answer A would be most efficient one if looking from quality and time perspective(having in mind that everyone would be sharing their knowledge) off course if team takes full responsibility maybe answer C is correct, but....

Add a subject matter expert (SME) to the project team. is a result of Stakeholders Consensus. So stakeholder first, cost/risk consideration, then adding a SME. Not just cause Project Manager "Decided"

D is the right answer. A is wrong because you cant expand or reduce the project team without the required formal approvals. The outcome of D will however likely end up with A.

Does the Agile Methogology based on PM take the decisions by himself or Agile is based in team collaboration and team decision? According team decition on Agile Methods I will go with D, PM is a facilitator and stakeholders must decide based on discussion
