Poorly worded options. B and D both seem correct. I am leaning towards B for 2 reasons: 1. Question asks "what should PM do to MEET the requirements". And it is clear from stem that requirements are new and not met as is. Hence, Validation won't help. 2. B says to Determine potential threats. Threats are negative risks. So you determine the risk and act on it using proper resposne plan.
