The main reason it is not D is because it offers a goal to create policies for code. There is obviously a policy in place already that the PMs are not following consistently, so B is the most fitting answer for the specific issue of making division leaders aware.

B is correct, scrum of scrums is the only solution a PMP can provide, because creating a "corporate governance structure" is outside their remit, a PMP is not a PMO manager

Correct, the PMO is responsible with the creation, however the PM can implement or "launch" an enterprise governance structure that's already been created. I believe that's why many are saying why D is correct.

why B, he did not mentioned that they are using agile and its not an efficient way to have a daily meeting with them, the correct answer i think either A or D
