During the execution of a project, an experienced team member informs the project manager that they cannot take part in all of the scheduled project activities due to a conflicting operational schedule.
What should the project manager do?
A.
Encourage the team member to prioritize scheduled project activities.
B.
Replace the team member with another available resource on the team.
C.
Discuss the situation with the team member's functional manager to see if the schedule can be adjusted.
D.
Check with the project management office (PMO) on the available resources to complete the activities.
C looks right.
The team member himself cannot prioritize tasks or schedules. Team members are guided by their managers and in this case the team member has other obligations. The PM needs to speak to the functional manager to see if he can assign those tasks to someone else or he can work on those later. It is the functional manager's call to decide how to utilize the resource.
In this situation, it's advisable for the project manager to engage in a discussion with the team member's functional manager to explore the possibility of adjusting the conflicting operational schedule. This collaborative approach allows for a better understanding of the constraints and potential solutions. It also provides an opportunity to negotiate and find a resolution that minimizes the impact on the project while considering the operational commitments of the team member. If necessary, adjustments to the project schedule or resource allocation can be explored in consultation with relevant stakeholders.
I choose A. As C would be an escalation to the Functional Manager, which is the last thing you want to do in Project Management. If we go for A and given the team member with the opportunity to prioritise it's activities - this might resolve the issue internally before escalating to the FM. Any comments?
After another look at the question, they are playing with the wording again. A says "Encourage" - which is an reactive approach. However, C you are proactively resolving the issue. So I changed my mind - C should be the answer.
In such situations, the project manager's first response should be to understand the situation more clearly and to determine if accommodations can be made to allow the team member to fulfill their project commitments. Directly replacing the team member or urging them to change their priorities without understanding the situation might not be the best initial approach.
C. Discuss the situation with the team member's functional manager to see if the schedule can be adjusted. This option seeks to understand and possibly resolve the scheduling conflict. The functional manager might be in a position to adjust the operational schedule or provide guidance on how to manage the team member's commitments. This approach respects the team member's existing commitments while trying to find a solution that benefits the project.
C. Discuss the situation with the team member's functional manager to see if the schedule can be adjusted.
The project manager should first have a discussion with the experienced team member to understand the specific operational schedule conflicts and the impact they will have on the project activities. Then, the project manager should reach out to the team member's functional manager to discuss the situation and explore potential solutions. It may be possible to adjust the team member's operational schedule or to find alternative resources to complete the affected project activities. It's important for the project manager to maintain open communication with the team member and their functional manager to ensure that the project schedule is not compromised.
