I think your answer said the right thing but came to the wrong conclusion. C. never mentions anyone else so it was wrong: The scrum master's role is to facilitate the Agile process, but the decision-making should involve the entire team and align with Agile principles.

Basically, in agile projects, it is better to always make changes with the product manager and the development team. Scrum master should also have the role of facilitator.
