I think C is correct, as actively engaged Stakeholders may be able to provide feedback and necessary input during changes to have them incorporated smoothly. Moreover, sometimes during active communications, some risks may be revealed before they even turn into issues. Just stating my point of view.

Not really convinced about (C) but the alternatives are also not making a lot of sense... Any suggestions how and why (C) does help here?

simple two things (1) active engagement and participation (when in your life does that NOT work) and (2) the other options are terrible.
