Ans is D. The question is clear that both deliverables have the SAME priority and are to be delivered at the same time. Why is a discussion needed to determine value? So A is ruled out. Now D says both need to be delivered. So team has to reconcile to the fact that both need to be developed, no matter what within that timeline. It is upto them if they prioritize and do sequentially, or parallelly. So D is the right answer.

This question is a little confusing since both deliverables are required to be delivered at the same time. Can someone please explain why A is the answer and not D

Delivering at the same time and completing deliverables at the same time are 2 different things. Maybe they just want both the deliverables on June 1st, but it does not mean you start development in parallel. What it means is that, they just want both to be delivered together. And obviously, you will need to pick one at a time, how can you develop both together? Every team has cross-functional resources, how will you divide resources between the two projects? You pick one first and then based on your resources skillset you assign stories or they pull stories. Also, maybe there is one deliverable which the company can afford to receive late if there are any unexpected delays. In that case the customer needs to give a priority order.
