Selected Answer: C
Option C emphasizes communication, collaboration, and regular updates through progress reports. It creates a structure for ongoing communication between the project manager and the local company, facilitating transparency and ensuring everyone stays informed about the project's status. While both Option A and Option C are reasonable approaches, they differ slightly in their emphasis. Option A emphasizes "supervision" by the project manager, which may involve a more hands-on approach. On the other hand, Option C highlights "periodic progress reports," which promotes regular updates and a collaborative working relationship between the project manager and the local company.

Option C is the best approach as it sets expectation at the start and then periodically reviews the progress to evaluate the progress. This would also help the PM as he does not have to supervise constantly and he can utilize that time for other productive activities.

I will go with A, The question saids "To deliver within strict the time lines" where I concluse that the supervision of the PM is much better to ensure the timeline is respected and the problems identified in advance than the periodic reports of the option C where delays will be discovered after happened

Since the question is how to empower local companies, with the constraint is that the project has strict timeline. C is the most appropriate answer. Set expectation and periodically verify the result would ensure both Empowering the local companies & Controlling progress

Option A is correct. Inside the resource management plan, the local company has been identified as a resource provider. Expectations will be managed by the PM alongside requirements agreed with the local company.

Answer C. The keyword here is "empower" - instead of micromanaging the PM should be checking on their performance on a periodic basis.

Selected Answer: C
C. Set expectations and agree on the requirements that the contractor will deliver with periodic progress reports. To empower the local company, the project manager should establish clear expectations and requirements for the contractor to deliver. This includes setting project timelines, milestones, and deliverables, as well as agreeing on how progress will be reported and monitored.
