The PO is part of the stakeholders. The PM is doing right to facilitate a meeting of all stakeholders involved since more business areas are going to benefit from the development. Such meeting will help with a resolution as to ownership as there will be contributions from diverse stakeholders rather than just the PO. Notice also that the discovery of who benefits was not just made by the PO but several business areas. Hence the importance of all stakeholders in the decision of benefit ownership.

Should it be "B"? Only sponsor has the right to decide who will be the end user of the project, not the PM or the end users themselves. Moreover, only sponsor can do the staffing, right?
