A is definitely the correct answer over the options but my understanding of a retrospective is that it should be just the core group involved in creating and testing the products. It is supposed to be a safe space for retrospection. As an agile purist this is hard to accept as an answer. granted you can make exceptions to inviting certain folks of course.

"Engage the operation teams in the retrospectives" (A) makes no sense because the retrospective is an Agile cerimony reserved to the team to talk about internal processes...no stakeholder allowed!
