Why? A product needs to be delivered no matter what but there are uncertainties, therefore, an MVP will be the simple version of the final product that solves the most important problems. Thereafter, iterations can occur to refine the product.
Seeing what people actually do with respect to a product is much more reliable than asking people what they would do.

I just noticed the 'proposing' in Answer C. I think this is the key differentiator - The team proposes the MVP so the stakeholders can validate and no time is wasted as working on this MVP can serve for the total product
Why not D? The requirements could be more clarified and reprioritzed by talking to the stakeholders as now the team admits they do not properly understand the requirements. Making an MVP only to find out they misinterpret req's could lead to missing the deadline, wasting money and having a product unfit for use...
