It also enables the development of make-or-buy decisions (A) by identifying the best approach for procuring goods and services. These two benefits help to mitigate risks, manage costs and maintain the quality of the project.
Make or buy decisions are made DURING the planning process, not when you're controlling said procurements. If you're making the make or buy decision in the controlling procurement part of the project, you're way too late in the game.
