C : It's important to understand what they're discussing first, rather than intervening immediately when your team members are arguing in public. Wait until your team members' emotions calm down, and give them insight into the function from an objective point of view. This helps team members understand their opinions and re-check their project objectives.

It is not B because the PM is just telling them what to do. The PM should help the team solve problems through collaboration.
