A is the best approach in this situation as its important that the project manager put in place a governance structure modelled in accordance to the requirements

A is the correct Answer The PM got some direction from the Sponsor and with that he can at least establish a Governance Model for the project to begin with. Remember he can at least control within his capacity around his project but can't do Option "C" as it is at the org level. "D" is shying away from his responsibilities so "A" is the best choice among all these.

B is the answer. All the companies have a governance so you must follow this for your project.Its not necessary to start from the begin.

A. parece lo más básico ya que no especifica que tipo de empresa es, se asume que es una empresa más funcional o sencilla por lo cual el PM no tiene tanta fuerza para imponer gobernanza y se debería limitar solo al alcance del proyecto creo yo.
