Root Bridge Behavior:
All ports on the root bridge that are part of the active topology (i.e., not redundant) are designated ports and always forwarding.
Non-Root Switch Behavior:
Chooses one Root Port — its best path to the root.
If there are multiple equal-cost links, it uses the Bridge ID and Port ID in the BPDU sent by the root to choose:
Lower Root Bridge ID → tie (same bridge)
Lower Root Port ID → this is the deciding factor
The Root Port ID = Port Priority + Port Number on the root bridge
So it picks the link where the BPDU came from the lowest port number on the root bridge.
