That is because not every users have the same access rights. so User A will see what is available/acessible to them compare to User B.

This question is a bit misleading since it doesn't whether both users share the same profile/PS.

Does one assume that the two users have different roles or profiles? What if both users had the same role and profile?

If User A and B have the same profile, what happens when user B has a permission set allowing him to view a record A doesn't have access to? When A and B search for that record, only user B will be able to see it because of the permission set granting extra permissions.
