I dont think user adoption should be a factor here because users arent working with the ins and outs of the security system setup, it will just be running in the background while they work Scalability makes the most sense as its specified that as your company grows your org grows with it, if you've only built for say 100 customers and next year you serve 10,000 you'll bottleneck your system. Complex solution implemented must be based on NTO's complex requirement. Rather than re-inventing the whole security solution, it will be better to device a solution keeping the existing security solution as base and hence the 'User Adoption' is quite important while thinking for any further solution.

upon reading the question again user adoption should be correct. it is important that any new security solution is easy for new users to learn and use. A complex security solution with dozens of user profiles is likely to be difficult for new users to understand, which could lead to security risks.

Why would BA consider User Adoptions because of Sharing Rules and Org-Wide Default? Why wouldn't he consider Scalability?
