As it is for very large center and require training it should be major release.

Yes but on the other hand iregardelles that it is a major support center it has an impact on the current Sales Cloud implementation so they should not risk it with the major release+ this is also crucial: "which will require lengthy training and change management" that being said you always would normally go in small steps when a change management is in question.
