I agree, correct answer is D. First you set up milston, and after it you can create the entitlement process. Without milestone you cannot define the E.P

B is correct. Without Entitlement process enablement, milestones can not be created

They all agree that "Create Entitlement Record" should be the last. When creating an Entitlement Process for Work Order, you don't activate (i.e. complete the configuration) it if you haven't created milestones yet. "Note: If you were going to add milestones to this entitlement process, you wouldn’t activate it yet."
