Answer B seems correct. Currently, only one VPN connection (with two redundant tunnels) is supported per Private Space. Reference: https://devcenter.heroku.com/articles/private-space-vpn-connection

You are allowed to configure only set up 1 VPN connection per Private/Shield Space
