C. Create a queue for each region. In a private sharing model in Salesforce, records are only accessible to the record owner and users above the record owner in the role hierarchy. To extend access to more users, you can use various sharing tools. Option B, creating territory members, would only be applicable if Territory Management is enabled, which is primarily used for complex sales scenarios, not for managing cases
